We just had a new run of CAT3 cabling put into our house for a phone jack. The phone jack works great for voice telephone service, but the DSL router will not detect a signal from the line when plugged into the new jack. There is no DSL filter on this jack.
Not surprisingly, the DSL router will detect a signal and connect to the internet when using an older phone jack in the house.
I'm confused because and don't understand why this is happening. The new cable run goes directly to the phone service box outside of the house. According to the DSL provider, CAT3 is adequate for DSL service.
Any thoughts on what is happening or how to resolve this would be appreciated.

Probably its just the filter..
My modems(home and at work) cannot connect to PPPoE/DSL if i remove the filter.. I can transfer to wherever jack I want, as long as the filter is there...

I only have a DSL filter in the house and it is on the phone jack with the regular voice telephone connected. The other jacks in the house are not used, with the exception of the jack that is used to connect the DSL modem.
Attempting to put the DSL filter on the old phone jack (that the DSL modem is connected to) will prevent the modem from detecting a DSL signal. Removing the DSL filter from the old phone jack will allow the modem to detect a signal and connect. The new phone jack does not allow for a DSL connection to be found with or without a modem..
I'm still uncertain on to how to fix this problem.

First thing to do is plug the DSL Modem into another phone jack that is
connected to the correct dial tone that has the dsl service over it.
If you get a Solid Green LED on the modem after about 1 min, then you have
dsl sync & you would be fine .. if it still does not work from the other jack,
then first make sure it is the correct telephone number at the jack
Does a Voice Tel Set work at that jack ok ?
Recheck the jack wiring for a loose wire or a bad punchdown
Recheck the wire connections at the point where the new jack
is connected to the existing telephone wires
Check carefully to make sure a Staple did not go thru the new wires
Try a new cord from the modem to the jack

:D I checked the service outside and saw that when the wires for the new cable were attached leading from the customer service side of the telephone interface device, one of the the wires leading to the customer side of the telephone interface device snapped. There was still a connection as the broken end of the wire was stripped of insulation and coincidentially touched the clamping screw, but it was not a good enough connection for DSL service. Clamping this down after the break fixed the problem.
