What can I do to fix it? Can I delete it? What does it do?

What the win386.swp does is it is your swap file for your HDD. You can get rid of it but you have to drop to dos to do so. What you can try is:
Right click on My computer
Go to properties
then on the perfomance tab click on virtual memory.
If it is not set on let windows do this for you click on the radio button to make windows do this for you.
If it is set on that then go and set it on manual and set the min to 0
If this still doesn't do it for you then drop into dos and del it.
You may have to change the attrib on it. also you may have some info stored in there, but they are temp files anyway that you would lose once you turned your PC off.
