I'm having some troubles with a Packard Bell win95 system that is having troubles recognizing the modem which is a 56K PCI made by Rockwell (MDP 3858-U)
It has a Com A and a Com B. The Com A is set to Com2, 2F8H, IRQ3 and Com B/Modem is set to Com4, 2E8H, IRQ3
When I try to change some of the settings in the system properties I get the errors "Failed to call EnumPropPages in modemui.dll" and "Cannot read port name from registry" and it doesn't recognize a modem in the modem diagnostics.
At startup it gives the error 2E8H Com address conflict
IO device IRQ conflict
I have worked with a lot of modem problems and have never run across this problem before
any help or advice would be greatly appreciated

Sounds like you have an onboard modem. Go into your BIOS and "disable" ComB/Modem. This will free up the IRQ and the address. Save the changes and reinstall your other modem.
