Need help with lag/stutter on 3D applications

I'm getting this annoying stutter when running certain apps.Final Reality (sky scrapper part), Meteors on 3D mark, Quake2 1024x768,Motor Racer2 1024x768,Voodoo lights.
It looks like it does when accessing the hard drive in a game,but I usually don't here the drive.
I reinstalled Video drivers,Directx 6.1,

Specs:
C500
V3 2000 PCI
PC100- 128megs
WD. 13.6 gig 5400rpm HD
56k External Modem
Creative 48x CD
No Sound card yet

This is a new build, the cpu & the video card have been overclocked(C625 & 170mhz.) but same problem at all speeds. I had the V3 in my other comp C333 not overclocked & I don't remember the lag I'm getting. These apps do run & there playable but with this much power I'm surpised to see the lag.
I just installed Motor Racer classic & the stuttering was so bad it was'nt playable.(only game that was)

It sure looks like a video driver problem or Directx problem,is there a proper sequence to follow when reinstalling drivers.What am I missing here? I heard someone say the video card should be in top slot closest to the cpu ,Have'nt tried that yet. Any help would be appreciated /forum/smile.gif

Ive had the same problem with q2 and it only did it at a certian rez, try installing some reference drivers for your video card, or a different version of the drivers even if they are older.
