I think I need connction tweaks

windows 98 is my system and i have DSL at 3megs up and 3 megs down. i have only had this for about two weeks and i installed a stupid program that i used to run with my dial up connection for speed tweaks. anyway i was checking my speed at pc pit stop and i was downloading at 2556kb/sec after i installed the old connection program i now get 900kb/sec ......boy am i mad what can i do to get back my default speed i uninstalled the program but now what?
