How can any official in your system of government -
recommend or facilitate re establishment of large communities below sea level.

None should.
Those that do are not fit for the position they fill.

You are really going to rebuild those cities?

Ones that have a fear of heights perhaps? ;)

Heights don't worry me at all. I'm not too happy where depths are concerned though.

They should just flood the whole area in concrete up to 1' above sea level with a slight slopt in the direction of the ocean.
Not sure about building more dykes however. There are enough fat female plumbers as it is.

Would hate to see the bill for that one.

More than the billions and billions worth of insurance thats gonna be claimed by the ex-residents of new orleans?
More than the value of the thousands of lives lost?
More than its allready gonna cost to rebuild?

Hmmm.

Do you realize how much concrete we're talking about? It would take atleast 3 years to fill up.

I say just scrap the whole of Florida and use the New Orleans area as a landfill.

There is that option, yes.
But you wouldn't need to use concrete, normal landfill would do to get most of the really low areas up to within a few feet of sea level, then concrete/asphalt could be used for the final surface.
Another option would be to rip up the dykes, see exactly where the sea wants to go and do a heap of dredging to make a big port area. The dredged stuff could be used to increase the height of the rest of the area that would still be prone to flooding when the oceans rise thanks to global warming.
Even if the sea rises 'only' 12" in the next 20 years thanks to G Wraming, new orleans will be screwed AGAIN and we'll be right back where we are now. Why not spend the neccessary $$ and do it right this time rather than wait till it happens again?
