looking for web host recommendations with a 99.9% uptime SLA. here's the specifics

My name is Curtis Samuels and I work as a computer tech for an insurance company in New Jersey. Our company currently has a site hosted by another third party, however we’re now looking for a new host. I would like to request more information about your elite package as well as ask you some questions. My company is planning on hosting a page where our agents can login and enter information into our systems. The page/script/app will be created by a third party who will be working with us. It is very, very important to us that this site stays up. Could you please describe to me what you will do in the event of a down situation, what you do to prevent a down situation? We currently don’t have any web designers inhouse. I like to think that I could do everything myself, however I have other responsibilities. Do you have any web designers that may help us out on various projects? I’ve noticed that your site says that your email accounts have auto responders. How would I setup the auto-responder? Could the users inside my building set this up themselves? I stated before that we currently have a site hosted with another company. We would like to move our current site to your host. Would you be willing to assist us in moving this site? What’s the scope of your Technical Support dept? What types of problems can they solve? What types of problems will they shy away from? We are worried that 20gb transfer may not be enough for our needs. If we meet this quota, can we buy more for transfer?
