I recently purchased a ISA 56k internal modem
There are no jumpers on the board. I am installing it on windows 3.1. I can't get the software to recognize the hardware. I turned off the com port in the BIOS etc. Interestingly, I installed 2 other old modems on the same computer (486dx66) using the same software, and with both, they autoconfigured nicely, and ran nicely. The modem is a PHOEBE ISA 56K\V90 .The software is Cheyenne Bitware.
Is the hardware defective, or is there something I'm overlooking?

You may have an ISA Winmodem on your hands and may be installable only on a WIN9X system. Have you tried going to their website?
