wierd dots on screen? on every other start up

Have an old 486/66dx-s pc.
Cirrus Logic 2 meg video card
soundblaster 16
seagate 2 gig hard drive
problem I am having is the darn thing will start up fine sometimes...but If I have to restart after loading a program in the machine the screen comes back up with wierd little dots scattered around the screen then tends to freeze?
Not too sure what it could be.?
once i reboot again it will boot up normal...
seems like every other boot causes it to bring up these scattered stupid little dots.
then the pc just sits there...
Ram???Videa Card??
the MB supports both 30 pin ram and 72 pin EDO ram...4 slots for the 30 pin and 2 slots for the 72 pin.
help??

my kid is driving me crazy to get his pc working...but I can't figure out what the heck is causing this thing to lock up on every other reset?..start it up it's fine...then if you have to restart it for any reason it comes back up with little dots on the screen and then locks up..?????

Maybe a little more info will help...

At what point does the crazy screen come on?
Is it prior to BIOS post or after?

When you first start the pc it will boot into windows just fine. WIN95. But if the pc restarts itself for any reason ..soon as it boots into windows I notice the dots then right about the time it wants to put up the icons it freezes...the I have to hit reset...wait for the scandisk to run...then it boots up ok..BUT if I try to load a program in or for any reason the computer has to restart itself again(without me doing manually) It comes back up all screwed up.?
