I will agree with Cmonster on saying if you have a CD burner/rewriter in your system it is best to leave "Auto Insert Notification" turned off. If you enable it it can cause you to make coasters as durring the burning process as the Supplying CD spins up and down it might launch the program that is on the cd and you will get a "buffer-underrun". and he is right on about where to check for these settings!

Two things to check:

1. Open Device manager/ find your CDROM under CDROM drives, highlight it and select Properties, choose the Settings tab and make sure "Auto insert notification" is selected. Select OK all the way out and restart your computer.

2. If you have installed "TweakUI" Open TweakUI in the Control panel and go to the Paranoia tab, make sure the settings for CDROM Auto play are checked.

~edit: This can happen if you recently installed a CDR or CDRW, the software with these drives usually disables auto insert notification. Note that if you have a CDR/CDRW you could creat problems by enabling auto insert notification.
