I recently bought an OEM version of a 32x ATAPI cd-roms from a local computer
shop. I previously owned a similar 8x ATAPI and decided I needed an upgrade. I
removed the old, installed the new, and booted into Windows 98. Windows recognized
the drive and installed drivers for it, BIOS also recognized it, however, I am unable
to actually use the drive in Windows. It says the device is not ready. The power,
IDE, and audio cable are all installed correctly into the CD-rom. The drive light
flickers 5 times when I open the drive tray and 5 times when I close it. I went to USDrives support page, but everything I did was ok. They said I did not need a new driver for this drive because Windows driver worked fine.

I had a similar problem recently with an NEC 100 MB Zip that I bought as an OEM from Multiwave. It turned out to be a bad drive. It would be recognized part of the time and not others but it looked ok in the BIOS and the drivers were set up correctly. Is it possible to return it for another?

I wrote to tech support and they said it appeared the drive was in fact bad (you were right) They faxed me a form to fill out. After reading the form, I am very lost. They are asking me to provide them with an RMA# but I haven't returned the drive yet.
