MB Voltage Problems

I have an FIC VB601 MB that says abnormal voltages on boot up.
I looked at the voltages and the -12V and the -5V are way off.Is the voltage regulator on the MB bad?Anyone know how to fix this or is the MB shot?
I tried calling the tech support and that is absolutely useless.

You don't say if it's a new mobo in an otherwise OK system. If the whole setup is new, there's a good chance the mobo is doing its job of reporting a bad power supply. If the mobo is the only new element, send it back.
