Problems starting computer

Hi. My dad is having problems getting his computer to start. when the system is turned on everything boots up fine until windows loads, It will get to the desktop and lockup the mouse & keyboard won't work and he has to hit the reset 5 or 6 times before windows will work. unless he unplugs the power and plugs it back in then windows will load up ok. his system is a home built with
AMD K-6II 350
FIC 503+
128 PC100 sdram
WD 13gb Hard Drive
Creative Labs Banshee card
Windows98 upgrade

Double check the connections for the power & reset buttons on the motherboard. Perhaps one of them could have been jarred off during travel/moving the computer?
