Windows 98 Dial-Up Server

I am having a problem with dial-up server with Windows 98. I can successfully get one person dialed in and logged on; however, when a second tries to dial in, my second modem does not answer. It does not matter which line is active, the second will not answer. I was lucky once, that both dialed in at exact same time. Once the first one logged in, the other was disconnect immediately.
The modems that I am using are Zoom Dualmode 56k and a Sportster 56k. Dial-up server continues to show monitoring on second line, while the phone is ringing.
Any ideas?

Well I found my answer, Like NT workstation Windows 98 will only handle on dial up connection at a time. I hope this helps others as well.
