Best free webserver?

Hi,

Please suggest the best *FREE* (without pop-up ads atleast, banner ads might do) webspace providers with the following :

* Support for FTP
* Support for CGI-Perl
* Good speed
* Atleast 50MBs of space

Am using Tripod [http://kanchu_deep.tripod.com] and want to move to a better (but *FREE* webspace provider).
