my isp changed my access # last week and now I can only get online at 28.8 or 36.6 is it my modem or browser or what??any suggestions?

If you've previously gotten on at a higher speed, then most likely the problem is not on your end. When your ISP changed your access#, what he/she/it did was (most likely) is change you over to a modem (or bank of modems, perhaps) that is of the arguably cheaper variety like a line connected to a 28.8 or 33.6 external. Contact you ISP and ask. If you aren't satisfied, try connecting to one of the 'TRIAL before you buy' services like AOL, MSN, etc. and see what speed you connect - that should give you an indication of where lies the culprit. /forum/wink.gif
