Have your friend get into the BIOS of their computer and see if the CD-ROM is in the boot order, if it is have set to Floppy or CD first or second, third HD. It might be set now to HD first if it is, it won't do anything until they change the boot order. Good Luck:)
The Win98se CD is bootable and should work, Win95 will need a boot disk.

i checked the setup boot order--cdrom is first..for some reason the cdrom is not booting...will continue to play around but am unsure as to why the win98 cdrom woint boot even when setup bios set to cdrom as first in booting order.

I ran into the same problem with a friend's old HP with the inability to boot from CD after setting it as first boot in the bios. Same problem with no floppies. I ended up doing a reinstall of Win2000 (it still had a working OS on it).
I thought later, would disconnecting the HD force the CD boot? See if that works for you.
