1. The fastest "Out-of-the-Box" average everyday PC CPU would be the AMD Athlon (K7) 650mhz.
This, however is for the most widely used x86 architecture, and doesn't count less widely used platforms such as ALPHA, SPARC, PPC and various others. It also doesn't count overclocking.
2. The fastest type of SDRAM is HS-SDRAM which operates at 150mhz, and has latecny ratings of anywhere between 10 to 6ns.
However, the fastest type of RAM frequency-wise would be the still experimental RDRAM, or Rambus RAM, which operates at anywhere between 400 and 800mhz. This type of RAM is not yet in use, and has many drawbacks, such as high latency.
