I guess your Device Manager is not showing any problems?
It could be a power supply problem. Even less likely, there could be a hidden I/O conflict:
If you also have a CDROM drive, try removing it and then installing the CDR in its place, if the floppy drive works okay after that it was either an insufficient power supply or an I/O conflict.

try turnign the ribbon cable around for the disk drive, they only fit one way, but on some you have to turn it around
If I'm getting you right, this error occurs at startup long before windows boots. If so, it must be either hardware or bios setup problem.
If your floppy cable is a standard, 4 connector cable, try switching to the other connection. From the MB, the connections before the "twist" are for B drive and the ones after it are for the A drive. UNLESS the bios option "swap floppy drives" is enabled, then reverse is true.
Or you could try this- in bios, disable A and enable B to see what happens.
BTW, stick with this thread. Had to search to find your previous posts, much easier for someone to follow what you've tried if it's all in one place, plus you'll get less repeated advise. /forum/smile.gif
