Opening an Image with Windows 95 appl

I have Netscape and can scan a photo in .jpg format and open it with Netscape.
I received a email from British Columbia, my cousin, and he had attached a picture of a new baby. I couldn't open the image with Netscape, it only displayed unreadable type.
How can I find out what he used to save the image in. Its icon is a windows banner flag.
