Have an ATX case w/power supply hooked up to ATX M/B. In WIN95 when prompted to shutdown, answer Yes the system power and LED and fans all shutdown in about 4 seconds. BUT, If want to turn the system back on, have to turn OFF the switch on the back of the case where power supply is located and then turn the power switch on in front of the case. Or the system will not power up. Is this the way ATX cases are supposed to work ? There is a wire from the power supply going to PW on the motherboard and this is supposed to be the "ATX" wire that's required. Case is CINCH model ATX-101P and M/B is SOYO 5XAE-5.

NO, that's not the way they are supposed to work and that wire coming from the ps is not the one to use. Where do you have it connected?
You should have your case's front panel power switch hooked to the SoftPower(or whatever that manufacturer calls it) connectors on the connection block of the mobo.
Is that little connector you are using now (the one from the power supply) affixed to red and black leads on the ps? aaargh!
