The BBC is reporting that the CIA is setting up a venture-capital firm in Silicon Valley.


The CIA is believed to be particularly concerned about the issue of encryption and security on the Internet...


They have figured that their traditional contractors are not as cutting-edge as they would like. Time to trade in those Apple IIs boys!

Mining the Data
In 1998 CIA Director George Tenet hired an investment banker named A.B. Krongard, a former CEO of Alex Brown who had helped launch many computer firms and Silicon Valley initial public offerings. Krongard and Tenet developed the notion of a venture capital firm to finance the CIA’s need for cutting-edge information management technologies that offered high levels of security.
The CIA has adopted a variant of an improved search engine called RetrievalWare, a product of Excalibur, a Virginia-based company. RetrievalWare is a commercial product that allows highly refined searching of computer databases in the type of format the CIA wants for the future.
The products the CIA wants to develop include some technologies currently found only in Silicon Valley:
Data mining, in which a search string is developed with precisely defined words to perform refined searches on vast amounts of information.
Advanced search engines, which sort documents based on the proximity of words, pixel patterns or patterns of actions or events described in the documents.
Information extraction, in which a computer sorts names, transactions, locales and other key data. The information is then put in a separate database and searched for particular patterns of activity.
The CIA hopes to use these techniques to help understand relationships between terrorists groups or governments, predict threatening behavior and make economic projections.
