What is the fastest an easiest way to reinstall Windows{everything from a Win98 update disk}?

The fastest way to reinstall? Well, assuming you created a Win98 bootdisk just pop it in the drive and make sure you activate the CD-ROM (option). When you get to the command prompt go to D:\ or E:\ F:\ or whatever is your CD-ROM (depends on how many partitions you have on your HD). Type install, and that should be it.

If you format your drive you cannot install with an Win98 update edition unless you have your Win95 CD-ROM lying around (the install will then ask for it).
