Need to find out where a IP address is from

I really need to find out who or what ISP has a IP address of 152.163.201.81 I just got a call from my brother and he received a email from a website called "citysearch" and it logged the users ip address when they sent him the email from that website.

You can also try a traceroute to see the entire route in case the target address does not translate. This will show the stops along the way & hopefully give you a clue. i use an app called Cyberkit for things like this.
