That's a false/positive thingy so to speak.

Mods/Admins can surf as guests but they lose their magic powers.

You too can log off and then click on something like edit a post. You'll see a not authorized error message but would show up like your screen shot..

When I was a co-sysop of a 32line gaming bbs (remember those) 10 years back I'd often log in using a different username or in invisible mode to 'spy' on the plebs.
It was mildly amusing to see what people would chat abt while the cat was away.
