Recognizing drive size

I have a freind who bought a 160 gig hd.
when he installed the drive, the system only sees 137 gigs. Any Ideas as to why this is?

he needs to update his bios and be running Winxp sp1.

If that still doesn't work, then he'll have to install EZBios.
