I have just constructed an reasonably new system Abit BX6v2, Celeron 366 and my old PCI S3 trio64+ vid card. My original problem has been solved (Couldn't get into windows 98). Now there's more, (1) During boot up the windows98 logo appears and it sits for ages (on HD light)..... then decides to continue booting. (2) I still have my original video card and monitor, I was able to easily run at 800/600 16bit colour on my old rhino20+ board, with the new system it dropped to 640/480 16 bit & 800/600 256 colour and all of a sudden my best is now 640/480 16 colour (note 16 not 16bit). The selection for higher res is there but when I select Apply and reboot it is back as 16. (3) When I go into full screen MSDos and type EXIT to return to windows it freezes.
I have tried everything I know(unfortunately not much!) with no success.

Problem #1) The reason for this is you may not have deleted the drivers for the old board and hardware. Go into win98 and then delete all devices in the device manager. (They will redetect on next boot up)
Problem #2) You need to reinstall the correct video card drivers for your card. Win98 may not have installed the right ones.
Problem #3) Delete any version of msdos you have on your system. For example Msdos 6.0. Msdos acts as another operating system and win98 doesn't like to share so kill msdos!!!
