1607 ERROR

HI:I have Two Computer
First one a Dell Running win XP Home Sp2 (P4 )
the other one Custome Build running winXP Pro SP1 (p3)
the point is:
while Installing comand & Conquer Generals
on the Dell Computer I keep getting the following Error:
1607:unable to install install shield scripting Runtime
on the other hand that Game Install Fine on the other Computer (Custome Build) P3
with WinXP Pro..
Any clue or suggestions

HI:I already tried all that solutions with no joy
maybe I should upgrade to winXP Pro
Cos that Game works superb with win XP Professional
