I have an Athlon XP 2100+ 500 MB RAM with a Geforce 3 TI 500 card inside. I'm getting some frame rate chugging at 800x600 in some of the campaign missions, and I was wondering if anybody had an idea on what the minimum specs should be on this game to get decent frame rates throughout,

Here are the minimum and recommended system requirements for the game. Obviously, if a computer meets the system requirements, it may be able to play the game smoothly, but at greatly reduced quality. Only systems which meet/surpass the recommended system requirements will be able to play the game in all its glory.

It looks like I meet the recommended requirements, but I still get some chugging at 800x600 with Low Detail. Do you think it's my XP2100+ CPU or my GF3 TI 500 card that is holding me back?

hmm...the game is certainly demanding on a system, but I would think that with your specs you'd at least be able to get 800x600 medium quality. How do other games perform on your computer? Have you updated all your drivers and scanned for adware/spyware that might be taking up valuable CPU cycles?

Everything else, including other games, seems to be running fine.
It's not even every mission in the game. I'm on the last China mission #7, and FRAPS shows the frame rate dropping to 5-15 FPS when some of the fighting starts. It just gets too jerky to play at this rate.

If so, at this point i'm thinking its the video card. I remember playing the game on my Athlon XP 2100+, but with a GF4 TI-4600, and I got decent performance at 1024/med/high.

Its your video card allright.
I have about the same system specs
AMD 2200xp+
512 DDR
but I have a Geforce FX 5600xt and it plays smooth all the time even at the highest rez with max everthing.

I just jumped back to Windows XP desktop to look at the memory, and the game is using 270 MB of RAM!!
I wonder if this mission is causing a memory leak or something. I updated to the latest version using the automatic update feature on the CD.

I have that game and like it alot..and you should know that this game uses alot of resources...mainly due to the cinematic graphics ( 3D) ....so some choppiness is expected at times...esp. if you do not have a real high end system
For instance, if you were to upgrade your saytem some like at least a 2800+ and another 512 of ram ..you would notice a big difference.
My system is high end 2.8GHZ CPU and I gig of high quality Corsair ram ..and a good video card and even I get some slowdown and choppiness once in awhile...
You must remember ..that any game with this kind of graphics...just uses alot of what your computer has to offer...
Also, this was the first attempt by that franchise to change from a two dimensional concept ( RA 2 ) to a full 3D with cinematics..and they did and outstanding job.... very nice game.;)
