Limit Network Interface Card Bandwidth

Does anyone know of away to limit a 10 or 100 mbp's to just 128 kbp's like isdn card?

the min speed for a 10baseT NIC card is 10mbp. unless you rewrite the ieee 802.3 standard your SOL.

I always try to increase network card thru-put.

Why do you want to limit it?
Are you drowning the sever or something?
