USB Scanner locks up machine upon bootup

I just bough an Artec 1236 USB scanner. If it is plugged in when my machine boots up my machine just goes dead when Win98 gets to the desktop. If I bootup and THEN plug it in, everything is fine. It gets its power from the USB port, I wonder if it somehow sucks too much current on bootup? Also, the software that came with is ****. It crashes every time the machine comes up. I disabled the part that starts on boot up and the photo editing software cuz I have Photoshop 4 anyway.
