celeron fan and heatsink

is there suppose to be a sticking substance between the heatsink and processer???????
i went to remove the heatsink and fan and it was stuck???????

will this substance hurt the chip?

It was probably heat transfer tape. You should clean it up as best you can and put on heatsink grease when you replace the heatsink.
