lost os

my laptop(gateway) lost its os downloading the new netscape 6.4.installedsoftware for external cd to reinstall windows but nothing is happening . still getting the same error message i got before

That I have 3 system.ini files mising and to run windows setup again. unfortunately the laptop cuts off and I dont know how to get to windows setup from DOS. I can get to the DOS prompt easily enough but dont know what to do when I get there.
I bought an external cd rom but i dont think it can run without windows.

I have tried copying the files but that didnt work. The os is windows 95 but I would like to install 98. I have the cd for both. The cd drive on the laptop is interchangable with the a: and broken thus the need for an external. I am not sure what more info I could give to help but just ask, i really need this thing up and running.
