Experienced severe system crash from brownout (even with ATC Pro surge protector) and after much frustration formatted hard disk and reinstalled Windows 98. However, still had various Windows problems (Start menu garbled and not working off and on, frequent crashing) and can not fix. Doesn't reformatting erase all of hard disk and system files, or is there a more complete method of starting from scratch? I have my Windows 98 CD but was told by several people I should have also recieved a "restore disk" with my system. Is this true, and would this help? I have had my Micron Millenia PIII 450 for four months, but their tech support sucks beyond belief. I have been trying to contact them for weeks with no luck. I finally purchased Norton Systemworks 2.0 and every time I run a system check it finds even more errors than before (even though I have changed no setting and installed nothing). Also, after formatting hard drive, I get an A:> prompt using my Windows 98 boot disk. How do I install Windows from this?

Storms can reek havoc with any system....you may have some damage within the computer. Aside from that you said you re-installed win 98, with all its problems, but how did you do it? Your last statement seems to say that you didn't get to it from the A prompt, or else you could get to it again. Try a complete clean install. Additionaly, you can get a win 98 boot disk at www.bootdisk.com which can help you get your cd-rom drivers loaded. After this...simply put in your win 98 cd and type cd "D" from the "a" prompt, where "d" is your CD-rom and your computer will change to the cd drive then type in "setup.exe" without the quotes and you can re-install win 98. Be prepared to enter your cd key when asked for to re-install.
