Windows Task Manager

Hi:

When I hit ctrl-alt-del, and I go to Task Manager, the Windows Task Manager window opens but is cut at the top.

I can only see the "white-box" where it shows what application are running. No top Menu....File Options etc. tabs.

I can not even close it and have to reboot to make it go away.

Any ideas??
