Computer will not boot or shut off! But it did before?

I have a new computer that was working fine for three straight days without a proplem. Then one night the screen fuzzes for a second and I lost all function... screen went black, keyboard not responding, and when I try to shut it off it wouldn't. I have to hold the power button down for 6 sec. for it to shut off. Then when I try to restart it, it wont boot-up. The fans spin, the hard drive spins at first as well as the cd-rom, but there is no video signal and it dosn't start windows. I can turn it on and off 5 or 6 times and after about the 6th time it will boot-up just fine and go into windows as if nothing has happened. Once in windows, I'll restart it several times without any problems BUT then randomly it stops booting up again!! After turing it off several times it will begin booting up again. This has happened without me adding any new hardware to the board. It just happened out of the blue.

I've checked all the cables and have re-inserted the video card seveal times without success. Can anybody help?? Here's what I have:

Supper Socker 7 MB model: M577
AMD K6-2 450 (not OC)
128MB DIMM
VooDoo3 2000 AGP
Built in sound card
Modem is in PCI slot 3 (two slots from the AGP)
8gig HD (primary master)
6gig HD (primary slave)
Cd-rom (secondary slave)
Windows 98 1st edition
PCI slots 1&2 empty

Again, this computer was working fine for three days and then all of a sudden, without be toying with it, it just stopped booting up and I won't power-down properly. One time after turning it on, it didn't boot-up untill about 30sec. of running, then I got a video singal and windows started right up (but this happened only once). The computer does not beep at all when starting it.

Please HELP!!!!!

I smell a bad power supply or a shaky power source. Do you live in an area that has shaky power? The problems sound very strange, and I've found that many strange, unexplainable things turn out to be attributed to the P.S. Plus it's relatively inexpensive to check, and you can usually return it if that doesn't fix it!
