3.5 disk can't full format w/in Win98, buy can in DOS

I have a brand new P3 450 system from Cybermax, and am unable to do a FULL format on 3.5 inch floppy disks within windows. I am able to do quick formats, copy data, etc. It just won't do a full format (error says drive door open or media missing). It DOES however do a full format from within a DOS box or in DOS mode. I have tried it with different brand disks, from within safe mode, have deleted the 3.5 disk drive in control panel and let it reinstall via PnP, and have even formatted the hard drive and reinstalled a clean version of Win 98 at the suggestion of Cybermax - they felt it was a software conflict. After all that, it still is behaving the same. Any Ideas?

Sounds like a DMA 2 comflict. The floppy drive uses DMA 2 and if you have a another device assigned to this DMA change it. You will keep getting this error until you fix this conflict. The floppy drive can not be reassigned but the device that's sharing it should be able to.
