comm port problem with modem

I have a SwannSmart V90 external modem and when i try to connect it up to the COM2 port of my desktop WIN98 doesn't acknowledge it is there. I have traced the problem hardware wise and have figured it can only be at the board. Is this a fair assumption, or is there a software error somewhere?? I attempted to check modem recognition from dos bad got a "bad file name" response?? ANY HELP IS APPRECIATED!!!!!

Check what kind of cable you have and then look in the modem's manual to make sure its the right one. The choices are Standard and Null Modem.
