p.s. given backup doesn't resolve to anything and steam doesn't have a URL handler what is supposed to happen?

To answer your first question, what is supposed to happen in the very near future is that Valve will be implementing their own backup program into Steam so you can automatically back up files for certain games if you want a hard copy. Well, apparently this feature is already in Steam, just hidden. For some reason, it hasn't been made available. Typing that URL handler into your internet browser will launch steam and run the hidden backup program.

are the Half-LIfe2 files the Half-life files in the menu it gives?

The Half Life 2 files that it will backup are the .gcf files in the /SteamApps folder.
