When I Soft reset, it locks at shutting down screen

One time I downloaded this Program that made it so that when u reset from windows, it always only restarts windows, instead of restarting everythin. Well i found it was a 30 day trial, so i uninstalled it (i hate dead programs or ones that will become dead in a while)
Ever since it locks at the shutting down screen when i reset from the start menu...
How do i fix this?
