I just bought a USR 56k voice faxmodem PCI, in hopes that it would not be a "winmodem". It doesn't have jumpers, so I guess it is one after all.

Is there a PCI modem that is not a winmodem and is x2 compatible? I went to 3com's website, but their product documentation didn't answer my question.

Nope. There are no PCI modems that are hard modems that use X2 protocall.
There are PCI hard modems though, GVC makes one. It's V.90 only.
