Looking at the Windows/system/msconfig.exe startup tab I see Task Monitor aka taskmon.exe. Can someone explain the purpose of this item and let me know if it's okay to disable...I don't use any windows scheduling but don't want to screw up a core program of some sort.

Unless I don't understand the question, go ahead and disable it. It shouldn't hurt anything.
Win98 has a feature called "Disk Optimizer" built into it's Defrag utility. This re-orders data on the hard drive based on what programs are used more than others, MS claims that this reduces program loading times.
Task Monitor is the utility Win98 uses to track what programs are used more than others, so disabling this will disable "Disk Optimization".

Are you referring to "Disk Optimization" or Defrag? I have Diskmon.exe unchecked and defrag runs just fine. What am I missing here?

Defrag still works, just without file reordering.
The next time you run defrag from Win98 Start/Programs/system tools/ Disk Defragmenter, notice the little "Disk Optimizer" logo. Thats what I'm talkin bout.
