how the hell do i fix this . everything is connected to a UPS ( apc smart UPS 1400 . aarrrrhhhhgghhghgghh!!!!!

Remove UPS routing first as it is common to the problem on both screens, this will eliminate potential noise from that! Then there is PC itself, is it the same mobo, possible problem with PCI/AGP bus connection!? Once eliminated, if no different, there must be another influence nearby, emf generated by a strong signal source...microwave, power lines etc How do you route the VGA lead, avoid sharp bends and running next to mains leads? What hardware do you have in close proximity to the screen, start looking around for general layout of the rig? Worst case scenario, take the whole thing elsewhere and see if it improves, there may even be geological features causing disturbance!!

Yeah, i'm also willing to bet it has something to so with location/power source. I bought a used 17" viewsonic for $45 for an extra box I had laying around and it was kinda wavey, pretty annoying if you concentrated on it for too long. I figured, thats about the best I can hope for with a used monitor. I moved the entire system over to the other side of the room, not becuase of the monitor issues, just rearranging the room, and the waveyness has gone. Its plugged into a different outlet, but both outlets are on the same circuit. The first location it was plugged into an old power strip along with my tv set and PS2. In the new location its plugged directly into the wall.

All my hardware has changed since I first started experiencing.
Im pretty sure you guys are right about where the monitor is located - i didn't think TFT's were as suseptable to RFI or line noise. Especially through a UPS.
Relocating is quite impossible - however - im gonna go through the wire closet and try to change where the socket im using is going
Cheers:t

You are quite right in that LCDs (the panels) are less affected by RF noise, but cables and PSUs are still subject to external signals. The UPS may have poor regulation not noticeable with the PC hence why I suggested that you take it out of the equation for now. It is also worth checking that the drivers installed are what you think and that old stuff has been completely removed. Confirm that the panel is operating at it's native resolution and the frequency is optimum. And as you can not move the whole rig, what about popping around to a pal with the monitor (nice 'n' light)?
