mp3 modifier

I'm looking for a program that can change the bitrate of mp3's. I've looked all over but cant find anything. :(

Example: take a 320kbps song and turn it into 128kbps

any suggestions?

Just remember that if you have a 128kbps mp3 and you want to convert it to a 320kbps mp3, you won't hear an improvement in the sound quality...its the "garbage in, garbage out" principle.

Isn't it also true that if you convert a 320kbps MP3 to 128kbps, the result will not be as good as a single conversion from wav to 128kbps MP3? Because MP3 is not a lossless compression algorithm?

Yup that is true too.

Its the same deal with jpegs and bitmaps...if you fiddle around with resizing jpegs a bunch of times, the picture will end up looking not so great, however , if you go from the original bitmap to the end sized jpeg, it'll look a lot better.
