I running XP with a dual monitor setup. When I drag a folder from my primary mon to my secondary and open either a sub-folder or app from the folder now displayed on my sec mon, the new folder or app opens on my primary mon. Is there a way to make them open on the sec mon, so I don't have to keep moving things to the sec mon??

There may be. What video card(s) are you using?

I use a Matrox dualhead card that comes with some utilities with which you can adjust in what monitor new programs or dialogs should pop up, along with some other settings.

However I've also found that using more than one monitor you simply have to put up with inconsistensies and some weird behaviour because many applications aren't written for use on multiple monitors.

My primary video card is an ATI All in Wonder 9800 Pro, and my secondary card is an Nvidia GForce4 MX440 PCI. Nvidia Media Center came with the GForce, but I don't have it running because it wouldn't stop running when I shut down, and I always had to "end task" to shut the pc down.

If the software that came with the ATI card doesn't offer similar options you could try something like Ultramon, which I think will do what you want:
