Would the packaged OS/Software install on it?

You're going to have a hard time finding a socket 370 mATX motherboard.
You should either buy a replacement from Gateway or toss the whole case and upgrade the PSU, CPU and RAM. The Gateway replacement is the cheapest way to go.

Is that one of those little bitty all USB jobs? Sounds like it.
I have a spare board here out of one of those that I really have no use for, im sure we could work something out if it matches.
Where are you pulling those #'s from, on the back side of the mobo?
Some #'s off of this one , see if any match up.
Bold white silkscreen on the top of the board, up a bit above the CPU socket " MS-6312 ver:1"
On back of board, on sticker, numbers just below barcode " MS63120009085417"
This one is missing a CMOS battery but i believe its fine besides that. I can test the board to make sure it is functional if it matches up.

Really would be as well off getting a new case and mobo, everything else is reuseable.
Tested that mobo last night, not much luck with a celery 1000 or a PIII 800. Guess its dead after all. First time it fired up there was a brief puff of smoke from right next to the CPU socket somewhere and all I get now when I short the pins is a brief turn of the CPU fan.
Oh well. Was hoping I could help. :(
