Have you tried -control panel-modems-to see if your system is recognizing your modem?
You can change the settings to manual from the -my computer-right click-properties-device manager-select modems-then properties then resources. You will see that it is set for automatic settings. You can reconfigure the settings there.

to get the modem to com2 irq3 uninstal the hardware that is occuping irq3,remove all modems, restart your your system cancel plug and play for the hardware you removed from irq3,install modem it should goto comm2,irq3.then manually install the removed hardware it will go to another irq.then try setting/control panel/modem/diagnostics/click on comm where modem is attatched/more info.this will test the modem connection..yopur modem doesn't have to be on comm2 irq3 as long as it has a comm/irq all to itself.to check control panel/device manager/computer/irq.
