Assigning IRQ to new Vid Card

have a PCI Velocity 4400 card that requires an IRQ but my mobo/bios/W95 wont assign it one. Attempted to use bios which offers INT A,B,C,D for Slotx and has four open IRQ addresses available. W95 says no conflicts and will not allow changing resources but states a code 24 error and the proverbial yellow exclamation point over the card. My Vid Card is on slot 1 IDE is on slot2 with the atapi daughter card on ISA 1, Award Bios, SiS chipset, on an Abit PK5 board. To this point neither Abit, STB, or Award has given any insight.
