Ability to add folder/shortcut lost in Explorer???

When using Windows Exploerer now there is no longer a file button on toolbar. So... I can't add any new directories to drives (windows 98). Currently using Wincommander 4.0 I picked up off a hacks page. Probably a simple solution, can I just delete out exploerer.exe and download a clean program???
