win98 taskbar won't retain setting after rebooting

I can resize my taskbar or even move it to a different location but when I reboot,it returns to its original size and location. This also happens to the quicklaunch bar. I can resize its icons but they sesize themselves after rebooting.
Anyone got an idea as to why this happens?
